Municipalities

Funding decisions – faster and audit-proof.

Nora connects applications, guidelines and registers with budget and state-aid law. She shows what is missing – every statement with its legal basis.

The problem

Guideline, register, budget law – all by hand.

Application, funding guideline, register and budget law: for every decision you bring it all together. And the audit office or the court asks why you decided the way you did.

The question

You ask Nora – in one sentence.

Instead of bringing it all together by hand, you simply ask. Nora shows what is being checked – step by step, across all sources.

The evidenced answer

Every statement comes with its legal basis.

Every finding names the source and the section. Whatever cannot be evidenced, the agent marks as open.

The next step

Nora prepares – you approve.

The decision stays yours. It is only issued once you approve it.

Hello, I'm Nora – your AI agent for municipalities. I keep an eye on applications, guidelines and registers and let you know when something is missing.
I noticed three points on a funding application today:

@Nora, is this funding application eligible for approval?
I'm checking all sources:
  • Application and annexes read
  • Matched against the funding guideline
  • Budget-law requirements checked
  • State-aid relevance assessed
  • Deadlines taken from the guideline
Approval possible – with one open requirement.
  • Application complete, measure eligible under the guideline
  • Proof of municipal co-financing missing – request before the decision
  • Document the state-aid classification (check de minimis)
Application pp. 1–4Funding guideline § 3Budget lawState-aid law
I've prepared the next step:
Draft · Co-financing request + draft decision
Request for proof of co-financing and a draft decision with a legal basis for each point. Created for approval.

FAQ

Frequently asked questions

Does c:node replace the caseworker?

No. c:node prepares the decision – it connects the application, guideline and register with the applicable law and backs every statement with its legal basis. The decision is made after your approval.

Where do the sources come from?

From your specialist systems and the c:node Graph – funding guidelines, registers, budget and state-aid law. Every statement carries its source; if there is none, c:node says so openly.

Where does our data run?

In the EU cloud Frankfurt or in your own data centre, up to air-gapped. Citizen and case data never leave your organisation – and we do not train on your data.

Is this audit-proof for the audit office?

Yes. c:node stores the source and legal basis for every finding and produces an audit trail you can show to the audit office or the court.
